The current FIOS network does not have enough bandwidth to deliver serious IPTV. IPTV is very demanding of network infrastructure. FiOS only passes along this copy protection bit, they do not arbitrarily set it. Also, some channels that aren't 100% copy protected do sometimes turn on copy protection for certain programs.
